TOKEN LEADERSHIP
RCSD administrators attempted
to give Superintendent Ross plausible-deniability when they claimed they
kept him ignorant of their abuse of disabled students. However,
one would need to believe the following for this to be true:
• That every RCSD administrator besides
Ross knew why their district was shut down by Homeland Security.
• That all 41 local superintendents besides
Ross knew why their districts were shut down by Homeland Security.
• That Ross did not know that RCSD administrators
were sending younger special needs students to other district institutions,
while high school special needs students received all their needed services
within the RCSD district.
• That only the Director of Pupil Personnel,
Mary Ann Frye, and the Special Education Supervisor, Cathy Bregar, knew
about investigations into the RCSD by the Ohio Department of Education
and the Office for Civil Rights.
• That every RCSD administrator besides
Ross knew that Excel Academy, Inc. was helping a convict pose as a licensed
teacher for Reynoldsburg special needs students.

• That Ross did not know that Mary Ann
Frye and Cathy Bregar were actively helping the above-mentioned convict.
• That Ross did not know that Mary Ann Frye
was receiving additional taxpayer money from an outside educational
institution hired to teach RCSD special needs students.
• That Ross did not know that Mary Ann Frye
used Reynoldsburg students and their records to compile a study that
proves the fiscal savings of teaching special needs students within the
RCSD district.
• That Ross did not know that Mary Ann Frye
continually ignored recommendations from personal physicians and sent
younger disabled students to other district institutions.
• That Ross did not know about the RCSD’s
policy of filing charges against special needs students in order to change
their placement to other district institutions. And that the RCSD
ordered teachers, administrators and prosecutors to avoid the court hearings
after filing these charges.
• That Ross did not know that principals
are using the above policy to obtain racial-equality in disciplinary
actions.
CHILD ABUSE
• According to Ohio Rev. Code Ann. §
2151.421, Richard Ross is a Mandatory Reporter of Child Abuse and Neglect.
• According to Ohio Rev. Code Ann. §
2151.421(A)(1)(a), “No mandated reporter shall fail to immediately report
the knowledge or suspicion of abuse or neglect of a child to the public
children's services agency or a municipal or county peace officer in
which the child resides or in which the abuse or neglect is occurring
or has occurred.”

2007) in which Richard Ross was alerted to a “suspicion of abuse” of a
Reynoldsburg special needs student. There was no reply. There
was no report. Law enforcement was never contacted.
• This same alert was also sent to the confirmed
email address of Mary Ann Frye.
• “False Reporting” could be enforced if
officials attempt to “unring the bell” and pursue charges at this time;
Ohio Rev. Code Ann. § 2151.421(G)(b)(2), (H)(3) or Ohio Rev. Code
Ann. § 2921.14.
PLEASE NOTE: There is no evidence
that Richard Ross was directly or indirectly involved in the alleged
sexual abuse of the disabled student. This accusation is not currently
being made by any party.
