CONFLICT OF INTEREST
1) Councilwoman Leslie Kelly pushes tax levies on Reynoldsburg taxpayers.
2) Leslie Kelly receives pay raises as a Reynoldsburg vice principal
after tax levies pass.
CHILD ABUSE
The Ohio Legal Rights Service
(OLRS) warned the family of the disabled child that the RCSD could always
find a way to remove children from their district; even after the family
won mediation. Evidence suggests that Leslie Kelly may have been ordered
to find such a way. (The Nuremberg Defense is not a defense.)
• An independent psychologist, hired by Reynoldsburg
to perform an Independent Educational Evaluation (IEE), recommended that
the child be given a “nonacademic form of self-redirection” to deal with
his uncontrollable frustration.
• The RCSD psychologist and special needs instructor
both successfully used chewing gum as this nonacademic form of self-redirection.
• Leslie Kelly agreed to the simple solution
of using tic-tacs instead of chewing gum. (It was her suggestion that
they be used without the noisy plastic container.)
• Then, without any explanation, Leslie Kelly
took away this successful means of self-redirection... without replacing
it with another.
• What happened next was not a surprise to anyone:
a) The tortured child’s frustration led to an outburst.
b) The outburst led to a chase through the school.
c) The chase led to the principal physically assaulting
and restraining the child.
d) A counterclaim of the child assaulting the principal
led to the police being called.
e) Charges were filed and a suspension was given.
f) Leslie Kelly used this suspension time to find
alternative placement.
g) A videotape of the alleged-assault disappeared
from the new 20 million dollar school.
h) The prosecutor and school officials didn’t even
bother to show up in court.
i) The judge threw out the fraudulent charges.
j) Placement outside the district was accomplished.
k) “Mission Accomplished.”
PERJURY
• The Ohio Department of Education (ODE) found
enough evidence to open an investigation.
• The ODE ordered the RCSD to produce records
which would either substantiate the parent’s claims or exonerate the district.
The RCSD refused to provide all the relevant paperwork, and Leslie Kelly
claimed that the child’s change of placement was done by the parent “voluntarily”
and “unilaterally.”
• The director at the new school would not corroborate
Leslie Kelly’s false testimony. Click here

Reynoldsburg City School District Special Education Administrators.”
• The prosecutor's office confirmed that perjury
charges are hardly ever pursued and, of course, a councilwoman would know
this fact.
• As for the mental torture that the disabled
child was put through, the ODE ruled that the tic-tacs used to help the
emotionally-disturbed child were not specifically mentioned in the child’s
Individual Education Plan, so RCSD officials could withhold them... no matter
what the consequences to the child.
