COMPLICITY
• Cathy Bregar is present at every
meeting that Mary Ann Frye attempts to preside. Ignorance is not
a defense.
NOTE: If parents allow both
Frye and Bregar to attend IEP meetings, they must beware of the sorority-like
antics between them. (I.e. note passing, facial gestures, eye-rolling,
elbowing, foot-play, etc.) If parents can get them separated,
Frye and Bregar will display a level of incompetence. If the RCSD
administrators bring in the usual attorney, using taxpayer money,
Frye and Bregar will become unusually silent.
• Like Mary Anne Frye, Cathy Bregar claimed
that the superintendent chose not to attend meetings, and chose not to
respond to pleas for assistance.

. Like Mary Ann Frye, Cathy Bregar’s exact relationship with this
convict has not been determined, but she also did not object to exposing
easily-influenced emotionally-disturbed students to such scholarly profundities
like the aforementioned, "Guitars or Guns, books or bullets, I'm down."
• The above convict tainted educational
records, and Cathy Bregar personally fought against the parent at the
expungement hearing using taxpayer money.
CONFLICT OF INTEREST
• Cathy Bregar is the intermediary between
Mary Ann Frye and the Vice Principal of the Waggoner Road Junior High
School, Leslie Kelly.
• Cathy Bregar was a suspect in two investigations
by the Ohio Department of Education (ODE). The student involved
in the investigations has subsequently been removed from the Waggoner
Road Junior High School... after the RCSD was found guilty of two violations
.
• The ODE ordered Cathy Bregar and Reynoldsburg
administrators to hand over dozens of records and paperwork to properly
conduct the investigations.
• Once Cathy Bregar reminded the ODE that
she recently worked for them as the Director of Office of Field Relations,
the orders to produce RCSD records were not enforced.
